The two are the same thing from what I understand. Though it seems a bit pointless that the forum software supports public messages to individual members at all, since you normally want to send those privately. For things like birthday congratulations etc you could always tag the other person, but I suppose it is Invision's way to adapt to the Facebook world to let users write on your "wall".
