It appears that instead of the ICE (which would be a largish box with a 40 pin ribbon cable) you have a regular MOS 6502 chip which when plugged into the ZIF allows the unit to function as a 'normal' VCS. The ICE isn´t there. IIRC the VCS didn´t ship with a 6502 chip though, but with the marginally weaker 6507. So, you won't be able to debug those VCS games.
