Why and when did USPS get so high for first class?

I used to be able to send one cartridge in a bubble envelope first class for 83 cents. Now it is up to $1.47

 

Priority was reasonable at $4.60 and 65 cents for delivery confirmation on one box I sent.

Yes, when the USPS raised their rates recently First Class went up substantially for small packages. I think they are trying to price it closer to Priority Mail so more people will use that (and of course they raised Priority Mail substantially as well, in addition to the new dimensional weighting rules). Commercial carriers are significantly cheaper than the USPS now for packages weighing over a few pounds. If USPS keeps these increases up, it won't be long before DHL, UPS and FedEx Ground are cheaper for everything but mailing letters.
