Have you tried running a different jamma board in it to see if your board has a problem?

I have had a few problems with loose connections of the video signal to the monitor. Be very safe/careful if you try this. With the game on, and with someone in front looking at the monitor, wiggle the connector on the monitor where the video signal goes in to it from the PCB. If you can not reach this safely, use a plastic screwdriver (NOT METAL). If this does not work, try adjusting the blue level on the monitor.

As for the board itself, i know it has a problem because it did this on another monitor

If the Board is the problem just purchase a new one, I have seen DD boards go as cheap as $20 on Ebay.
