Pac-Man

I don't know much about the development history of 2600 Pac-Man, but I was thinking about something last night..

 

With how horribly different 2600 Pac-Man is, isn't it quite possible that it was a game in development and they just attached the Pac-Man name to it while it was already in development?

I think thats pretty much what happened - Time constraints and the 'mock up' that was done and shown to mgmt was choosen to go production.
