I also want to be clear, for myself. Popeye is $1970. I have Novice, Arcade, and Expert score tables. Do I need to reserve more than just $1970?

 

(The same is true for Pengo... It also has 3 tables.).

Both have been entered into the list.  To answer your question, no - the difficulty is usually defined by (in your case) two bits within the 'Settings' byte, which is immediately following the two ID bytes.
