Cheat codes & Profiles?

Ok, so many games have cheat codes you can enter. But often the cost for doing this is that it breaks missions/achievements and what have you.

 

My question is this: Is that cost isolated to the specific Profile used when those cheats were entered, or does it break the game for everyone?
