It's a hack of a Haunted House cartridge to allow you to play either EPROM or ROM games, depending on how the board has been modified inside. The switches could be used to choose between the type of chip (2732 or 2532) and/or EPROM/ROM, depending on how sophisticated the hacker was. You would open up the cart to take a look.
