This sucks. I've wanted to learn how to program for ages, but don't know where to start. Any tips for me?

Be aware that you're jumping in pretty near the deep end of the pool programming the 2600. I'd definitely recommend starting with batari Basic (bB). The other option, assembly language programming, can be intimidating even without the peculiar constraints of the 2600 hardware.

It's amazing what can be done with batari Basic once you stop focusing on the limitations.

From what ive read everywhere,back in the day,the 2600 was the HARDSET console to program for, bar none.Was that because of the 2600's limitations or because it was just simply hard to program for limited or not?
