Games with a wrong label

I´ve got some boxed , new Salu-Activision (white label) Enduros , but most of the carts didn´t contain Enduro , there was H.E.R.O. on them.

 

The label says "Enduro" , but the cart contains H.E.R.O.

 

Same with some ATARI XL carts : Millipede in Millipede box , but cartridge label is from "Dig Dug".Game on cart is Millipede.

 

These games were new,not opened before and no one opened the carts or changed the labels.

 

Did anyone experience this ,too ?

I have a cartridge with a white Seaquest label, that actually is a different game (don't remember which at the moment). I got it loose at a fleamarket, but the label didn't look as if anyone ever messed with it. So I guess this might have been a common problem at Salu.
