Video Music main chip

I'm perusing the Atari Video Music schematics and I see the main chip is labeled with "C010280". Does anyone know the true identity of this chip?

I don't think its POKEY because thats C012294.

It would certainly have to be a custom ASIC designed in house by Atari (similar to the "Pong on-a-chip" variants). Design a circuit and then have a custom IC made for it rather than using all discrete components.
