Image bleeding problem with my Conix TVG 101-4 pong system

Hey guys. I bought this thing last fall and I haven' got this thing to work. I adjusted the pots but all that does is center the image. Here's a video of the problem.

Does anybody know if that's electrolyte on the board or maybe some type of flux that was left over? I hope I don't have a blown cap.

You could try recapping it, I only see 2 electrolytic caps so it would only take a minute and some change to try. Also pull the cover on the RF modulator, your problem may lie there.

It appears to be welded shut.

If I desoldered it, would it pop right off.
