I remember reading an article in Analog where they mentioned it was coming out along with the 7800 which was delayed for years. The only things I can think of are: 1. They couldn't get the license again 2. They didn't think Sinistar was a popular enough game (the arcade version is a cult classic, but hardly a popular game) 3. They didn't know it existed Point 3 may sound unbelievable, but remember that Atari Corp. was seriously dysfunctional and didn't know a lot of what happened back in the Atari Inc. days. Tempest I am thinking #3, because even if they couldn't get the license or more likely did not want to pay for it I can see them re-imagining the game and making a Sinistar clone if they knew about it.
