I'd say krylon fusion would work well to paint a cart and not flake off. The bleach would indeed corrode the plastic if left in for too long, probably making the plastic very weak or warped like you said. Not sure if peroxide would work.... Here's the good stuff: http://www.oreillyauto.com/site/c/detail/VHT0/SP953.oap?keyword=vinyl+dye Go to O'Reilly auto and get either penetrating dye or vinyl and fabric dye. That stuff doesn't just sit on top, it actually bonds with the carts. Works wonders but it's pretty spendy, expect to pay a minimum of $7 a can. A full can can do approximately 60 carts on all sides. This will look very good and give a lasting durable, but dull white that looks like the cart was originally that color. This wouldn't be great on flat plastics, but on the textured grain of the original 2600 carts, fabu! Expect to pay $7 - $12 a can at your Lowes or Home Depot.
