can a UK PAL VCS be used in Europe on a TV?

Yes it will work, you just need an adapter for the plug!

Correct. Anything pal will work on a European T.V as long as you can power it.

On the other hand, a PAL European VCS will not work on UK (on a standard) TV, as UK does not use VHF anymore. For example, in Germany consoles run on the VHF band.

Of course, any UK VCS uses UHF will work on European UHF with no problems

Most modern TV sets in Europe are PAL-I plus PAL-B/G plus SECAM standard anyway, and if you insist on using an ancient one, you will find out that you can have either picture or sound, but not both at the same time when you use a PAL-I (UK) device on a PAL-B/G (most of continental Europe except for France (using SECAM)) TV set or vice versa (I experienced this phenomenen in Summer 1990 when I was serving my year of duty in the German Federal Navy and we had an AAG (foreign waters exercise) in the Channel during the FIFA World Championship - we dealt with the problem it by turning on the radio additionally and muting the TV set).
