I think it's pretty easy, but it can be a bit difficult at first if you don't know anything about MYSQL or php.

It's pretty easy if you use ProBoards if you're lazy or have no spare money for vBulletin (ugh) or Xenforo (Javascript City!).

With the exception of ProBoards, don't use any of the ad supported free forums - they have horrible support.

 

I used phpBB on my forums and I love it. You can add all kinds of modules to it like the arcade which comes in handy when you're bored at work!

I belong to Times Past which was set up on Ning. I been to the Ning site, and it looks easy enough for me to set one up.

Yeah, yesterday when I was at the site, there were two pages worth of threads that their servbot was duplicating every 10 minutes, and reply counts on the pages of he forum weren't updating, meaning you had to click a thread to see how many replies it actually had.
