Help remembering an old favorite

I remember playing this machine in several arcades and loving it. You drive and the second player shoots, I think player 1 gets to shoot a light gun as well. The graphics were ~16-Bit, reminded me of Out Run, and it might have had a cop theme, I'm not sure.
