The paddle/tennis controller is not the same as the driving controller. The paddle/tennis controllers has limited spin in each direction, with a pot sending high to low analog signals. Or do they both do the same thing minus the spin stops? Tennis paddles are much more common than driving controllers. But you can fairly readily get the driving controllers, too. There's no use in having a driving controller if you don't have any of the games it works with. Tennis and driving controllers are different technology, and are not interchangeable. Indy 500 is a 2-player only game, and requires 2 driving controllers. I have 2 sets of them, and 2 copies of Indy 500. Otherwise they would be completely useless to me.
