I just ordered an EZF IV from ndscardsale myself (hk/china). $28. They're slow, but my stuff always seems to arrive so I can't complain too much about free shipping. EZF4 isn't the best, but I was happy just to see one still for sale.

 

I bought my M3 mini-sd from realhotstuff. Pretty much the same story--they take a while, but the goods come through. To answer the question, I believe they are also hk/china, but certainly somewhere asian. I can't recall their payment options since it was so long ago.
