I used to do IRC in the dialup days, but have barely touched it in the last 7 years. We have IRC chat at IRC.NEWNET.NET (going 5 years now). The room is open 24x7 but people come and go (or camp) as they please. From 10:00 AM to 11:00 PM (EST) you will generally find someone there.
