The final version of Frogger II indeed contains only 12 KB of data, but the known ROM image of Montezuma's Revenge contains full 16 KB of unique data. If seller said they were evaluation copies provided to magazine game editor or something like that or perhaps Atari mgmt would get eval copies as well back then?
