The green version is the most up to date. It's well worth it as it has input from many people from NCL and NOA and numerous other well known people from the USA gaming industry. I must have read it about 10 times or so.

The cheaper used editions are the ones listed as being lower quality (bent corners, writing/highlighting on the pages, etc.) The ones that are listed as good quality or better are more expensive.
