Controller port problems, possibly bad ICs?

I was testing a bunch of CV games I have for sale and I just noticed that any controller plugged into the first controller port won't move up even though everything else works fine, and then when I tried the second port I couldn't get anything to work. Is it possible that both the controller ICs have gone bad or should I try reflowing the solder joints for both ports first?

It won't hurt to reflow the solder joints, but I wouldn't be surprised if you end up replacing the controller ICs. I had to do that to one of my units a while back.
