The emulator author has his hands full just reading and running one particular video game system. There are emulators that can do multiple systems but each must have dedicated effort to interpreting those systems separately. Think of the 2600 and 7800 as different languages and the emulator is an interpreter. If you want to try it out he has a Silverlight/web version http://emu7800.sourceforge.net/EMU7800.SL.html and that has both 7800 and 2600, as well as homebrew ROMS.
