Black is $00 in hex, and blue is in the $80 range. Bits would change from 0 to 1, so only one bit would need to 'rot' to change it to blue. I wonder if anyone's ever done a code analysis to see if those are even being set separately in the game - that's the first place to look. You got me curious enough to go test out both copies I have, one of each cart style. Tested in my 7800 which happens to be hooked up at the moment, and all black backgrounds here as expected.
