Name of a TG-16 Game?

I remember playing one when I was really little, around 4, and all I remember was a side scrolling world where you chose an environment then built stuff in it. I know there was a way to unlock items, but I couldn't figure it out when I was little and everyone else in my family hated the game so they wouldn't help me. There were different types of worlds and buildings and stuff. Anyone else remember this? I'd love to know the title.
