STFM Audio and Comp Video issue

Hi, so I got a 1040 STFM a few years ago (but haven't tested it till now). Finally! got a low/med res cable and parts to build a high res cable, so started checking it out.

I was concerned at first boot, just a white screen and floppy seeking, but then got a desktop (this is normal, right).

When I hook up the audio it's got a bad 'motor boat' sound and looking closer at the video there are some artifacts, looks like some lines are tearing a bit.

So I'm thinking bad caps in the PSU or on the mobo? Any other reasons for these symptoms; before I start rebuilding the PSU.
