Atari ST Emulation Licensing

Ok, So I want to emulate and Atari ST. I know there are freeware emualtors. I have found TOS images to download. My question is, Does the current Atari Inc. Have or care about the licensing to the TOS roms? I noticed there is a Freeware TOS replacement, but it doesnt play the games at all. So does anyone know who to talk to at Inforgrames about licensing the TOS roms? Or is that unnessary? Also, if they care about the TOS roms, do they care about 5200's and 2600 etc..?
