Maze editor for Ms. Pac-Man?

I guess this question is for Rob Kudla:

 

Being that the Ms.PacMan rom can be hacked, is there a way to make some sort of Maze Editor (kind of like AGE for the arcade rom) so we can make our own mazes (maybe even for Jr. Pac-Man) and see who can come up with interesting ones?

 

Where/how is the maze even stored? Maybe I can give it a shot...

This would be similar to making KC Munchkin for the 2600, something that I've long wanted to see a homebrewer come up with.
