black bar at the bottom of the screen?

can anything be done about the black bar at the bottom of the screen, it seems to be there on everything :(

 

it gets rid of anything that goes over it...

Nope, thats to keep everything the same size and centered in PAL and NTSC.

 

Anything below that line is overscan in Americaland.
