Intellivision Video Possibilities

I saw the old intellivision commercial, and being a video production guy and new to the group, I was wondering if there is any current software that would allow video to be played over the intellivision. I am thinking it could look like the rotoscoping effect used in some movies, like Waking Life by Linklater, but with an Inty feel. I know there is a program to take a picture and convert it to a usable graphic for an intro screen, though I have not tried using anything like that yet. I wonder if that software could take video and do the same thing so we could create video animation or video, either in a game or something separate. Just curious if there is anything out there like this.
