VIC-20 first-party cartridge label type questions

When did Commodore make the switch between the aluminum plate-type labels on their VIC-20 cartridges and the glossy paper kind? And which came first?

Many carts (most? all?) seem to have come in both styles. Are there any that are more rare or collectible in one version or the other?

Metal is older than paper. I don't have a date for when the paper ones arrived, but perhaps in line with the CR model?

 

A few games like Star Battle and possibly Jelly Monsters, probably never were released with paper labels as Commodore had to retract those from the market.
