Any idea what this PCB is?

Anyone have any ideas what board this is for? I received it as a bulk lot purchase years ago of ST related goods. Appears two ports are joystick ports. Any ideas?

I think its an official Atari Diagnostic Kit Board.

Yep, this is the loop back board to use with the test carts.
