Screen distortion

Hey everyone, I'm looking for a second opinion on this Colecovision I'm fixing as a gift.

The power is hovering between +11.7 and +12.3 on the +12 line and solid at +5.1 and -5.1, these are on the top poles of the power switch when turned on. My systems power supply is only giving +8 on the 12V and +-3.8 and I haven't replaced it yet so I haven't got a spare power supply to test with.

The diagrams in the manual don't match up exactly to what is on the screen. I'm thinking an upgrade from the old 4116's should do the trick but wanted to ask to see if yall have run into one that looked like this.

Change all of the VRAM and put sockets. It's worth it.

 

I've had the experience that the bad VRAM are able to damage the new VRAM installed.
