That is an excellent idea about using two rows of SIPs, but a word of caution: If you use SIPS I strongly recommend that you plug them into a chip of the same size before putting them in the board. I learned the hard way that a little angle ( in or out) on the sips after they are soldered in makes for a VERY tuff job of inserting an IC afterword.
