7800 Monitor Cart.

Okay the guide marks this as a 7.

 

But it wass made in 2000 by Harry Dodgson according to the guide.

 

Wouldn't that make it a Homebrew?

 

Anyone want to clear this up for me?

It was re-released in 2000. The original version came out a couple of years earlier. I think the monitor cartridge gets a bit of a special treatment here, because Harry Dodgson actually paid Atari to generate the nessessary signature key for it. He also properly licensed the documentation and games that come with the monitor cart. So in a way the monitor cartridge is the last official program for the 7800 that got released.
