Porky's / Tax Avoiders

Is it just me, or is the animation of the character in Tax Avoiders running, jumping, and falling, as well as the sound effects of said actions the same as in Porky's?

 

It also seems the ladder climbing is also the same. Is one a hack of the other?

I believe they were both by the same developer. There are some threads about them around here somewhere.
