Is it ok to keep my atari on top of my crt when in use and not in use?

Sure, especially if your TV is a console model. If not, I'd be more concerned about it tipping over before worrying about excess heat, interference, etc.

There should be no problem with a crt tv. I have both my Intellivision 3 and Odyssey 2 on top of my TV's and I haven't had any problems.
