Atari cart Piracy? What are these and how would I be able to test them?

So I received an Atari 2600 a while back and in the box was this.



They seem to be chips but I have no cart to plug them in. Was piracy widespread when the 2600 was in it's prime and what would this be plugged into?

Here is another picture mind you I own proper carts for all of these titled carts. I am just interested on how this process worked.

 

 

What are your thoughts or information on this, have any of you found anything like this when collecting?

What a great find! My little brain would have EXPLODED if I had something like this in the 1980s. Even the "Stella Gets A New Brain" CD form 1999 had that effect on me.

Wow, that took me back. A good friend of mine, very early on in the Atari lifecycle, had these chips. Going (or staying) over at his house was sensory overload once it was gaming time.

Piracy became a huge problem for Atari at some point (just look at markets like South America and Asia). That's one of the reasons why they started to produce COB carts.

 

There were also the cart duplicators:

but you still had to buy their "blank" carts, so if you had an eprom programmer it was like copying a tape...

I didn't find this in the wild. But I bought it from from someone who did find it in the wild.
