Slow Vic-20 on VICE 3.1

is there a reason as to why i am getting 49 fps on VICE when using the Vic 20 mode?

 

i am running an AMD Radeon 900e R2 2 core graphics processor with a 27 GB hard drive clocked at 1500 MHZ. installed Ram is 4 GB. current hard drive space is 3.09 GB (hard drive has a tendency to eat itself, i hate HP)

 

also, is the keyboard actually slow or is it an emulation error?

It defaults to PAL mode, which is 50Hz. Especially if your system is vsyncing, it'll drift around ±1 fps. There should be Model Settings that will switch to NTSC (60Hz) if you need that compatibility.
