Stampede overlay?

so, I found this at my local game store but can't find much on it, it looks like an overlay for the game stampede, but it shouldn't have an overlay?

I was going to say I didn't recall it using keypads in any way (granted, I often don't have docs, so it a game works, I tend to not bother looking)

 

The two side buttons and move cowboy at the bottom does say intellivision to me as well.

Uhh...the part number is near the upper-right corner which identifies it as the Inty version.
