As far as I know, Epyx published and distributed their own games, and just happened to use Activision's shell design. Maybe they bought the shells from Activision, or used the same factory? Absolute on the other hand can be considered to be a sibling of Activision, more or less. The company was founded by Garry Kitchen after he left Activision, they used Activision to manufacture and distribute their 2600 and 7800 games, and the games even use the same series of catalog numbers. Since then Absolute games have appeared in Activision's 2600 compilations. As far as I'm concerned they're a single set.
