Aquarius Keyboard Issue

For anyone with experience with the Mattel / Radofin Aquarius I ahve a keyboard question. By default each of the shiftable keys is displaying it's alt rather than the non-shifted character. So 1 displays ! and 2 displays " etc. So the shift key now has to be pressed to get the 1 or 2... Is this some sort of shift-lock or perhaps a keyboard issue? Any input would be helpful.
