Even if you don't buy it, you could ask the seller to split the lot and sell you the manual alone or at least ask the buyer whether he'd be willing to split that off or make the scans available. A new old stock, never opened, 400 sold for ~$138 last year. That didn't include any extras. This 400 might be in great condition because it didn't work. Or maybe it does work, but the owner decided to get a 48K/64K machine and packed the 400 away. What's more interesting to me is the box. It looks to be not a 'sleeved' box but rather the box itself is printed. Was this an earlier box type for the 400/800's? My 800 box has an easily ripped stiff paper sleeve, much like the 800XL box sleeves that are notorious for ripping. Would have been nice if Atari had stayed with this non-sleeve box type.
