Am I supposed to do this? (Choose Content I Posted In?).  If so, it has just been empty with no results since the upgrade.  Will that change over time?

Side note - being able to just paste a screen clipping into this post was nice.

Yes, it's MUCH easier to add attachments and photos.  I either drag them directly into the editor window, or copy/paste images directly into the editor (first placing the text cursor where I want the image to appear).

You can also highlight text you want to quote using your mouse, and a small popup will appear, "Quote selection", which is very nice.

I am having the same issue - I cannot find an option to delete attachments. It was there in a previous version of the forum. I used it routinely in this thread every time I wanted to update the attached source code archive - I would just delete the old attachment and make a new post with an updated archive attached.

Is deletion of attachments now restricted only to forum subscribers, or removed completely?

Deletion of attachments is directly related to the ability to edit posts.  If you can edit the post, you can edit the attachments as well (including deletion of them).  Normally you can only edit posts for 60 minutes.  Subscribers can edit posts for 30 days.  Some forums, such as some of the development forums and the Marketplace forums, allow you to edit posts indefinitely.

I've given you the ability to indefinitely edit the post you linked above, so you can now replace the attachment if you'd like.

Edit: The edit permissions have been like this for quite some time now, so this isn't new behavior.
