Its Seal to Whales by DataTech and no I don't think it has ever been dumped.  I have only ever seen fuzzy screenshots.

The giant watermark on both images leans towards them coming from the "Atari Boxed" website

BTW, it's not the only known copy.

Marco owns one too.

Perhaps he or AdryMorci are able to dump it or have a dumper send to them.

Its great to know that it was actually released.  Had my doubts for a while.
