Black screen with speech synthesizer.

I received a question today I could not answer.  This guys speech synthesizer, no matter what console he plugs into results in a black screen, with no video, no sound, no nothing.  If he unplugs it, the computer(s) work fine.  Has anyone come across this one before?  It would be nice to tell him what the problem is and if it's an easy fix or not.

He's more of a Mr. Fixit kind of guy.  I figured if he got it working, he might me more inclined to fall a little deeper into the TI rabbit hole.  Right now his interest level is not there yet.
