Yes, either the AtariAge store or AtariMax can make carts from a binary and label image or run from a multi-cart menu.

I'm also curious about any 4 port games that were converted.  Shame the 4 port version didn't get that much love, it would have been awesome back in the day to get four people playing on games, when hardly any other system supported 4 players.  Or even if they did, you had to buy adapters.

Yes, especially if the game requires more than 16K or RAM.
