Converting Phoenix To an LCD Screen

I have used CGA - VGA conversion boards a few times to replace CRT monitors, with mixed results. In the latest case with this Phoenix arcade game, I am trying several boards and getting no signal. I can tell the game works. I can hear the gameplay. Everything has the right amount of power.

The harness that sends the signal to the old monitor has 5 wires: Red, green, blue, white, and black. I have tried the large 5 pin connection and the smaller connection that is supplied with the board. I also manually cycle through the sw options, searching for any signal at all.

Is there something unique with Phoenix that I need to know about? It’s supposed to be pretty much plug and play.
