So... has anyone ever figured out the origin of "Cruise Elroy"?

As the title suggests... has anyone ever figured out where the term "Cruise Elroy" originated, exactly?  How it originated might be the better question, actually...

 

I didn't find much on the web, other than this thread which implies it started with some group called the "Bozeman Think Tank."
